Recently a question was asked regarding dispatching trains with a defective handbrake. Here is the response from the FRA:
“a handbrake defect is a safety appliance defect, which, when identified as defective it must be removed from service, designated for repair, and repaired before being returned to service. Record of that repair must be recorded.”
